
India is a huge country with innumerable problems. Even though there are well learned IAS IPS and many more administrative officers available to guide the government, every one will agree that the “systems” in our country are very poor compared to western system. We are not able to address our problems many a time from basics to complicated issues. This is rampant in almost all departments you name such as police, traffic, schooling, public health, taxation, judiciary, property related issues etc. A western Institution from abroad conducts English Exams regularly multiple times in a year for lakhs of students in a year, with excellent means of identification checks, numerous guidelines on how to set questions and correct answers, proper feed back on the results and goes on without a single complaint. Think of the flaws in our system in most of the exams.
Even with digital era, we haven’t got rid of paper documents, still ask people to come in person unnecessarily for trivial affairs, and do not have guidelines to handle issues at a higher level at all sectors.
Some one should have a look at each and every system of all departments and be able to give either suitable advice, form guidelines or recommend modifications based on global and or scientific data available. This will include application of all management priniciples applicable to any large company and in this digital era, it is certainly possible
DISCIPLINE AND PROPER SYSTEMS HAVE MADE DEVELOPED COUNTRIES IN WESTERN WORLD to remain flourished. Growth in economy does not always equals nation becoming a developed country. We have seen wealthy countries like Venezuela, collapsing due to lack of planning (lack of systems)
Unfortunately, even though we managed to form good administrative and legal procedures, we GROSSLY LACK in day to day SYSTEM management, which includes gross delays in delivering service, poor interdepartmental communications, lack of feed back and no mode of escalation in many areas. All the more we do not have a procedure in place to avoid BIAS in innumberable systems. A scientist delivering a lecture or publishing an article has to disclose his conflicts of interest and if the BIAS is obvious, it wont be accepted. However, we have not eliminated the modes of bias which hamper justice to people in many areas. For example any rental related issues, almost 90% can be sorted out in 2-3 months time, if a proper system is in place, which is convenient and user friendly. One may think it is impossible to change, but when you look at the system modifications with the enormous power of digitilisaiton and computerisation, it is definitely possible.
Proper communication between govt sectors (we don’t even have outlook email in many state govt sectors) , audit, cross audit, explicit procedures in govt offices, on going learning for govt officers, proper guidelines and expediting the procedures in ALL govt offices are needed WITHOUT WHICH INDIA CANNOT MOVE TO NEXT LEVEL. This is the basics not only in western countries, but most of the Middle East countries do follow “WHAT I MEANT BY SYSTEM AS ABOVE”
